patch 9.0.1268: .clangd and .stylelintrc files don't get a filetype
Problem: .clangd and .stylelintrc files don't get a filetype.
Solution: Use yaml for .clangd and json for .stylelintrc files. (Mark
Skelton, closes #11916)
