patch 8.2.4316: __CYGWIN32__ is not defined on 64 bit systems
Problem: __CYGWIN32__ is not defined on 64 bit systems.
Solution: Update #ifdefs. (Ken Takata, closes https://github.com/vim/vim/issues/9709)
