patch 9.0.1568: with 'smoothscroll' cursor may move below botline
Problem: With 'smoothscroll' cursor may move below botline.
Solution: Call redraw_later() if needed, Compute cursor row with adjusted
condition. (Luuk van Baal, closes #12415)
