patch 9.0.0850: MS-Windows Terminal has unstable color control
Problem: MS-Windows Terminal has unstable color control.
Solution: Do not try to read the old command prompt colortable, use modern
VT sequences. (Christopher Plewright, closes #11450,
closes #11373)
