patch 8.2.2563: cannot use multibyte characters for folding in 'fillchars'
Problem: Cannot use multibyte characters for folding in 'fillchars'.
Solution: Port pull request 11568 to Vim. (Yegappan Lakshmanan,
closes #7924)
