patch 8.1.1936: not enough tests for text property popup window
Problem: Not enough tests for text property popup window.
Solution: Add a few more tests. Make negative offset work. Close all
popups when window closes.

At that time it was outdated and unused. If you would like to bring Farsi support back, please have a look at the old Farsi code, as it was present at the 8.1 release.
