patch 8.0.1431: MS-Windows: vimtutor fails if %TMP% has special chars
Problem: MS-Windows: vimtutor fails if %TMP% has special chars.
Solution: Add quotes. (Tamce, closes https://github.com/vim/vim/issues/2561)
