patch 8.2.4844: <C-S-I> is simplified to <S-Tab>
Problem: <C-S-I> is simplified to <S-Tab>.
Solution: Do not simplify CTRL if there is also SHIFT. (closes https://github.com/vim/vim/issues/10313)
