Problem: MS-Windows: Hard to define the Vim Patchlevel with leading
zeroes for the installer
Solution: re-define VIM_VERSION_PATCHLEVEL_STR with leading zeroes,
interpret Patchlevel as decimal in Make_mvc.mak
