patch 8.0.0992: terminal title is wrong when 'encoding' is DBCS
Problem: Terminal title is wrong when 'encoding' is DBCS.
Solution: Convert the title from DBCS to utf-8. (Yasuhiro Matsumoto, closes
#2009)
