Problem: CI still runs on Ubuntu 18.04.
Solution: Run CI on Ubuntu 20.04. (closes https://github.com/vim/vim/issues/10582)

When you use the source distribution, "make install" is used to install Vim. See the "INSTALL" file in the "src" directory. If you use a compiled package, follow the instructions for the package.
