patch 9.0.1190: AppVeyor runs much slower with MSVC 2022
Problem: AppVeyor runs much slower with MSVC 2022.
Solution: Go back to MSVC 2015. (Christopher Plewright, closes https://github.com/vim/vim/issues/11810)
