patch 8.1.1634: terminal test fails when term_getansicolors() is missing
Problem: Terminal test fails when term_getansicolors() is missing.
Diff test fails without +rightleft. (Dominique Pelle)
Solution: Check if term_getansicolors() is supported. (closes #4597)
