patch 9.0.0115: when 'cmdheight' is zero pressing ':' may scroll a window
Problem: When 'cmdheight' is zero pressing ':' may scroll a window.
Solution: Add the made_cmdheight_nonzero flag and set 'scrolloff' to zero.
