patch 8.2.4143: MS-Windows: IME support for Win9x is obsolete
Problem: MS-Windows: IME support for Win9x is obsolete.
Solution: Remove the Win9x code. (Ken Takata, closes https://github.com/vim/vim/issues/9559)
