patch 8.2.3742: dec mouse test fails without gnome terminfo entry
Problem: Dec mouse test fails without gnome terminfo entry.
Solution: Check if there is a gnome entry. Also fix 'acd' test on
MS-Windows. (Dominique Pell?, closes #9282)
