Problem: Supporting Ruby 1.8 makes code complicated.
Solution: Drop Ruby 1.8 support, it is ancient. (Ken Takata, closes https://github.com/vim/vim/issues/11195)

When you use the source distribution, "make install" is used to install Vim. See the "INSTALL" file in the "src" directory. If you use a compiled package, follow the instructions for the package.
