patch 8.1.0770: inconsistent use of ELAPSED_FUNC
Problem: Inconsistent use of ELAPSED_FUNC.
Solution: Consistently use ELAPSED_FUNC. Also turn ELAPSED_TYPE into a
typedef. (Ozaki Kiichi, closes #3815)
