patch 8.2.3430: no generic way to trigger an autocommand on mode change
Problem: No generic way to trigger an autocommand on mode change.
Solution: Add the ModeChanged autocommand event. (Magnus Gross, closes https://github.com/vim/vim/issues/8856)
