patch 8.0.1212: MS-Windows: tear-off menu does not work on 64 bit
Problem: MS-Windows: tear-off menu does not work on 64 bit. (shaggyaxe)
Solution: Change how the menu handle is looked up. (Ken Takata, closes
#1205)
