patch 8.0.1531: cannot use 24 bit colors in MS-Windows console
Problem: Cannot use 24 bit colors in MS-Windows console.
Solution: Add support for vcon. (Nobuhiro Takasaki, Ken Takasaki,
fixes #1270, fixes #2060)
