patch 9.0.0190: the way 'cmdheight' can be made zero is inconsistent
Problem: The way 'cmdheight' can be made zero is inconsistent.
Solution: Only make 'cmdheight' zero when setting it explicitly, not when
resizing windows. (closes #10890)
