patch 8.2.2175: github actions: clang-11 handling suboptimal
Problem: Github actions: clang-11 handling suboptimal.
Solution: Separate step of installing clang-11. Get ubuntu release name
dynamically. (Ozaki Kiichi, closes #7514)
