runtime: Remove outdated scripts.vim comment (https://github.com/vim/vim/issues/12934)
Problem: Comment in scripts.vim is outdated
Solution: Delete the comment
runtime/autoload/dist/script.vim is now Vim9 script so =~ does not use
'ignorecase'.
