patch 8.2.0870: MS-Windows: Control keys don't work in the GUI
Problem: MS-Windows: Control keys don't work in the GUI.
Solution: Don't set seenModifyOtherKeys for now. (Yasuhiro Matsumoto,
closes #6175)
