patch 8.2.3002: Vim doesn't abort on a fatal Tcl error
Problem: Vim doesn't abort on a fatal Tcl error.
Solution: Change emsg() to iemsg(). (Dominique Pell?, closes https://github.com/vim/vim/issues/8383)
