patch 8.2.1974: Vim9: test for has('gui_running') fails with VIMDLL
Problem: Vim9: test for has('gui_running') fails with VIMDLL.
Solution: Adjust the #ifdef. (Ken Takata, closes https://github.com/vim/vim/issues/7276)
