patch 8.2.0094: MS-Windows: cannot build with Strawberry Perl 5.30
Problem: MS-Windows: cannot build with Strawberry Perl 5.30.
Solution: Define __builtin_expect() as a workaround. (Ken Takata,
closes #5267)
