patch 8.1.2103: wrong error message if "termdebugger" is not executable
Problem: wrong error message if "termdebugger" is not executable.
Solution: Check if "termdebugger" is executable and give a clear error
message. (Ozaki Kiichi, closes #5000) Fix indents.
