patch 8.0.1300: file permissions may end up wrong when writing
Problem: File permissions may end up wrong when writing.
Solution: Use fchmod() instead of chmod() when possible. Don't truncate
until we know we can change the file.

Last change: 2016 Feb 26 VIM REFERENCE MANUAL by Bram Moolenaar *msdos* *ms-dos* *MSDOS* *MS-DOS* This file used to contain the particularities for the MS-DOS version of Vim. MS-DOS support was removed in patch 7.4.1399. If you want to use it you will need to get a version older than that. Note that the MS-DOS version doesn't work, there is not enough memory.
