patch 7.4.708 Problem: gettext() is called too often. Solution: Do not call gettext() for messages until they are actually used. (idea by Yasuhiro Matsumoto)

When you use the source distribution, "make install" is used to install Vim.
See the "INSTALL" file in the "src" directory.

If you use a compiled package, follow the instructions for the package.
