patch 8.1.0818: MS-Windows: cannot send large data with ch_sendraw()
Problem: MS-Windows: cannot send large data with ch_sendraw().
Solution: Split write into several WriteFile() calls. (Yasuhiro Matsumoto,
closes #3823)
