README_w32s.txt for version 8.2 of Vim: Vi IMproved.

This file used to explain the installation of Vim on MS-Windows 3.1 and 3.11
systems.  However, support for MS-Windows 3.1 and 3.11 has been removed in
patch 7.4.1364.
