patch 8.2.0208: fnamemodify() does not apply ":~" when followed by ":."
Problem: Fnamemodify() does not apply ":~" when followed by ":.".
Solution: Don't let a failing ":." cause the ":~" to be skipped. (Yasuhiro
Matsumoto, closes #5577)
