patch 8.1.2237: mode() result depends on whether CURSOR_SHAPE is defined
Problem: Mode() result after usign "r" depends on whether CURSOR_SHAPE is
defined. (Christian Brabandt)
Solution: Move the #ifdef to only skip ui_cursor_shape().
