patch 8.1.0542: shiftwidth() does not take 'vartabstop' into account
Problem: shiftwidth() does not take 'vartabstop' into account.
Solution: Use the cursor position or a position explicitly passed.
Also make >> and << work better with 'vartabstop'. (Christian
Brabandt)
