patch 8.1.1410: popup_move() is not implemented yet
Problem: Popup_move() is not implemented yet.
Solution: Implement it. (Yasuhiro Matsumoto, closes https://github.com/vim/vim/issues/4441) Improve the
positioning and resizing.
